Rule 91
Treatment costs

(1) During the service period, the employee will receive medical expenses up to the amount of severance pay equal to twelve months in the case of an authorized level employee and twenty one months in the case of an assistant level employee.
(2) If an employee or a member of his family falls ill, the Government of Nepal will pay the following medical expenses not exceeding the amount to be received as per sub-rule (1):-
(a) Fees incurred for examination by an approved physician for the treatment of disease and the cost of purchasing medicine according to the prescribed prescription,
(b) Expenses as per the bill incurred during admission and treatment in the health institution,
(c) Expenses recommended by the head of the department in the case of employees other than the head of the department and the secretary of the ministry in the case of the head of the department for the treatment in hospitals and places where there is no approved doctor. , Officer Kaviraj, refers to the Integrated Medical Officer.
(d) Expenditure according to the bill incurred for all types of chirfar (surgical operation) except plastic surgery,
(e) When leaving one's home or camp and going to another district or foreign country for medical treatment, the entire amount of the transportation expenses of the patient and up to one person on the way to and from such a place, and seventy-five percent of the daily allowance received by the employee in accordance with the prevailing law for food expenses.< br> (3) If an employee wants to take the medical expenses received as per this rule as a deposit, if the reason is reasonable, then the deposit can be given by submitting the account after being subject to this rule. If the amount taken in advance is more than the amount to be received for the treatment, the amount will be deducted from the salary of the concerned employee in installments. In case of death of the concerned employee or his family member without payment of the amount to be deducted, the remaining amount to be deducted will be forfeited.
(4) Employees who claim or receive treatment expenses in accordance with this rule by submitting a false statement, prove such false statement.Approved Physician
Departmental action may be taken against (if an employee).
(5) If a temporary employee is ill, when the medical treatment is granted, the period of twenty years shall be considered as the full period of service and the treatment expenses shall be paid in accordance with this rule in proportion to the service period of the temporary employee who is ill. However, when a temporary employee is separated from service, he will not be entitled to medical expenses according to this rule.
(6) Except in the case of disqualification for government service in the future, when the employee is separated from the service for any other reason, he/she will be entitled to receive the remaining amount as a lump sum, with or without taking some of the medical expenses received during the service period according to this rule. However, the employee who separated from the service to receive pension will be entitled to receive a lump sum of the remaining amount for treatment expenses. Employees with twenty years, twenty five years or more service period will be entitled to receive a lump sum amount by adding ten, fifteen and twenty percent respectively.
(7) When giving medical expenses to an employee who has not completed ten years of service, the amount specified in this rule will be given only the amount that will be paid by Damasahi, assuming that he has served for ten years.
(8) In the case of an employee claiming medical expenses in accordance with this rule, he/she is so ill that he/she is unable to attend the office, he/she shall request the sick leave as long as the sick leave is left. Only if there is no sick leave left, other leave can be requested.
(9) In accordance with this rule, unless the employee is admitted to a health institution or has to go abroad for treatment, treatment expenses can be given up to an amount equal to one and a half months' salary earned by him in one year.
(10) According to this rule, the record of the medical expenses received by the employee shall be kept by the expense writing office and such details shall be sent to the relevant department and civil library for record keeping.
(11) If the illness of an employee working in a remote district without means cannot be treated by a local health institution and there is a risk to his life, with the approval of the secretary of the ministry, the nearest Nepal from that place for the treatment of such an employee.The government of Nepal will bear the cost of transporting to any other facility within the health facility by fast means and returning from there.
